Verkhovna Rada made changes to some legislative acts
In order to create favorable conditions for starting and conducting business in Ukraine, Verkhovna Rada of Ukraine made changes to some legislative acts by the Law "On Amending Certain Laws of Ukraine on simplification of business conditions in Ukraine" dated 15/12/2009 N 1759, in particular:

1. The Law of Ukraine "On Business Associations", under which the authorized share capital of a limited liability company must be not less than one minimum wage in force at the time of creating LTD (the previous version - not less than 100 minimum wages).

 
2. The Law of Ukraine "About lease of state and municipal property", under which a valid tenant, who duly performed his duties, along with a business entity created by labor collectives have a preferential right to conclude a lease of property companies and their structural unit.

Term of the lease can not be less than 5 years, unless the tenant did not offer a shorter term.

3. The Law of Ukraine "On licensing certain types of economic activity”, according to which such behaviors will not be subjects to licensing:
- Wholesale trade in seeds;
- Professional experience in the provision of social services;
- Development of projects and work on conservation, restoration, rehabilitation, repair, accessories monuments;
- Breeding of pets (dogs, cats, exotic and decorative animals) in breeding kennels, dog training in these areas;
- Activities of the resale of art objects, collectibles and antiques, the work of the bidding (auction), art objects, collectibles and antiques.

Under the amended license for a certain kind of economic activity shall be issued for an indefinite period.
Cabinet of Ministers may limit the duration of the license, but this period may not be less than 5 years.

4. The Law of Ukraine "About the permitting system in the sphere of economic activity", according to which:

• Issuance terms of a permissive nature consist of ten working days.
• If during this period authorization or refusal to issue a permit is not issued, the principle of tacit is being consented.
• The principle of tacit consent is the principle that allows the economic entity to acquire the right to conduct business without obtaining the appropriate instrument permissive.

In addition, the Verkhovna Rada of Ukraine has set up to January 1, 2011 moratorium on:

• implementation of state supervision (control) in the sphere of economic activity for small business entities, except for:

 inspections of business entities with a high degree of risk;
 scheduled and unscheduled inspections by a state tax bodies and bodies of PFCs;
 unscheduled inspections of consumer complaints by the bodies of consumer protection;

• (a moratorium on) the increase in rent on leases of state property, concluded by the State Property Fund, its regional offices and offices with small businesses.

Law of Ukraine "On amending some laws of Ukraine on simplification of business conditions in Ukraine" № 1759 came into force on 30 December 2009.
